41 3. Good Health and Well Being 3.3.3 Shared sports facilities (Charged access)

UNY operates world-class sports and multi-use facilities under its BPPU (Business & Enterprise Development Unit), including GOR UNY, which is open for use by both the general public and university members under a fee structure. bppu.uny.ac.id The facility is large (7,880 m² indoor, 20,000 m² area), built to international standards, and includes courts, tribune, changing rooms, VIP and meeting rooms, and support spaces. bppu.uny.ac.id For public events, the fees are higher, whereas usage by UNY-affiliated groups (e.g. students, university staff) is discounted. bppu.uny.ac.id The charging mechanism helps UNY generate income (as part of its “income-generating” function under BPPU), allowing maintenance and operation of high-spec facilities which might not be sustainable from government funding alone. bppu.uny.ac.id+1

42 3. Good Health and Well Being 3.3.4 Sexual and reproductive health care services for students Provide students access to sexual and reproductive health-care services including information and education services.

UNY contributes to sexual and reproductive health education through its psychological and counseling programs, particularly via student internships and community engagements. ULBK Peduli (Counseling & Guidance Unit) at UNY offers psikoedukasi as one of its core services, alongside counseling, psychological testing, mental health checkups, and personal development training. (upt-lbk.uny.ac.id) Together, these efforts demonstrate UNY’s active role in equipping students and vulnerable individuals with knowledge and skills related to emotional and psychosocial well-being, which are foundational to broader sexual and reproductive health awareness. In order to prevent sexual violence at Yogyakarta State University, the Sexual Violence Prevention and Handling Task Force (PPKS) UNY conducted a road show called Satgas PPKS Goes To Faculty from August 23, 2024 to September 20, 2024.

43 3. Good Health and Well Being 3.3.4 Sexual and reproductive health care services for students (Free Access)

ULBK Peduli UNY offers free psychological counseling and related services to students, faculty, and staff as part of its commitment to well-being and mental health. These services include individual and group counseling, online or in-person consultations, as well as support for personal, relational and academic issues, facilitating access for those who might otherwise face financial or social barriers to care. Universitas Negeri Yogyakarta+2upt-lbk.uny.ac.id+2 Although these do not always include explicit sexual and reproductive health services like contraception or STI treatment, the psychoeducational components, relational guidance, and mental wellness support can lay important groundwork for students’ understanding of reproductive health, agency, and emotional well-being. Universitas Negeri Yogyakarta+1 This free access helps ensure that core services tied to well-being and emotional health are inclusive, especially for disadvantaged members of the academic community.

44 3. Good Health and Well Being 3.3.4 Sexual and reproductive health care services for students (Charged access)

At ULBK Peduli, UNY offers psychological and counseling services to its academic community free of charge, while charging modest fees for certain services when serving the broader public—specifically for psychological testing and personal development programs, which cost about IDR 150,000 for non-UNY community members. Universitas Negeri Yogyakarta Though these services are not always explicitly framed as sexual and reproductive health care (e.g. contraception or STI prevention), they often include psycho-educational components addressing emotional issues, self-knowledge, stress, and relational dynamics, which are foundational to well-being and can contribute indirectly to reproductive health literacy. Universitas Negeri Yogyakarta The charged access model allows ULBK to maintain sustainability and service quality while ensuring free access for students and staff, thus balancing inclusion with financial viability.

45 3. Good Health and Well Being 3.3.5 Mental health support for students | Provide students with access to mental health support.

46 3. Good Health and Well Being 3.3.5 Access to (or signposting to) charged mental health support

UNY actively promotes mental health through free and accessible services provided by ULBK Peduli, offering counseling, psychological testing, and personal development support both online and offline for students and staff (uny.ac.id). These efforts are reinforced by collaborations with local communities, such as the partnership with Kelurahan LPDP to extend outreach and awareness programs (uny.ac.id), and by seminars led by DWP UNY and BEM FBSB that enhance mental health literacy and provide stress management strategies (uny.ac.id; rri.co.id). To balance inclusivity and sustainability, ULBK also offers charged services such as psychological tests for the broader public while keeping core supports free for the UNY community, aligning with SDG 3 on ensuring healthy lives and promoting well-being.

47 3. Good Health and Well Being 3.3.6 Smoke-free policy | Have a ‘smoke-free’ policy. PDF icon Peraturan Rektor_03_2013.pdf

UNY enforces a comprehensive smoke-free policy under Peraturan Rektor No. 3/2013, designating teaching areas, public spaces, service units, and places of worship as smoke-free zones to ensure a healthy campus environment (sdgs.uny.ac.id). This policy is actively supported through awareness campaigns, signage, and community enforcement, alongside initiatives like “KTR Goes to Campus” in collaboration with the Dinas Kesehatan DIY, which strengthened the university’s declaration of a smoke-free campus (unycommunity.com; uny.ac.id). These measures reflect UNY’s commitment to SDG 3 by reducing exposure to tobacco smoke, protecting respiratory health, and fostering a supportive environment for learning and well-being.

48 3. Good Health and Well Being 3.3.6 Smoking-free campus PDF icon Peraturan Rektor UNY 16_2021 Kampus Hijau.pdf
UNY is one of the universities that strongly supports the implementation of a smoke-free campus policy. Socialization efforts are carried out through various means, including the installation of no-smoking zone signs in several campus areas. In addition, strict regulations are enforced to ensure that campus residents and visitors refrain from smoking within campus facilities.
For UNY, the concept of a green and scenic campus, or Green Campus, serves as a motivation to continuously strive for a clean and healthy environment. This initiative aims to encourage the entire academic community (faculty, staff, and students), as well as visitors, to maintain a smoke-free environment on campus.
49 3. Good Health and Well Being 3.3.6 Smoking in designated areas PDF icon Peraturan Rektor_03_2013.pdf

UNY’s smoke-free regulations, as per Peraturan Rektor No. 3 Tahun 2013, designate the entire campus—including classrooms, public areas, service units, and worship spaces—as areas where smoking is prohibited, with no provision in the regulation for so-called “designated smoking zones.” sdgs.uny.ac.id In practice, UNY maintains a firm stance: the Kampus Bebas Rokok campaign underscores that the policy is meant to eliminate smoking across campus, not merely relocate it, with banners, verbal reminders, and community enforcement by faculty and staff. UNY COMMUNITY This approach aligns with UNY’s broader Health Promoting University goals, emphasizing total protection from secondhand smoke over partial, compartmentalized solutions.

50 3. Good Health and Well Being 3.3.7 Mental health support for staff | Provide staff with access to mental health support.

Yogyakarta State University (UNY), through its Counseling and Guidance Service Unit (ULBKP), provides free mental health support for students, lecturers, and staff with the assistance of 23 professional counselors and 3 administrative staff, covering face-to-face counseling, e-counseling, psychological testing, and personal development programs. These services are introduced early to students, for example during the 2024 student orientation (PKKMB), which included sessions on mental health literacy and access to counseling support (uny.ac.id). To strengthen sustainability, ULBKP implemented Peer Counselor Coaching (January 2025) and Peer Counselor Supervision (February 2025), enabling trained students to provide initial support for peers in need (upt-lbk.uny.ac.id). In addition, regular coordination meetings in 2025 ensured continuous quality improvement and responsiveness of services (upt-lbk.uny.ac.id). By combining professional counseling, peer assistance, and preventive literacy programs, UNY ensures clear signposting and access to mental health resources in alignment with SDG 3 and access to free mental health support through its ULBK Peduli unit, which periodically offers no-cost services to the public. For instance, ULBK Peduli has collaborated with Rumah Terapi SEFT Yogyakarta to deliver free SEFT (Spiritual Emotional Freedom Technique) therapy sessions open to all community members. upt-lbk.uny.ac.id This demonstrates UNY’s commitment to inclusive mental health care by removing financial barriers and making therapeutic support available beyond just the academic community.

56 4. Quality Education 4.3.3 Vocational training events (lifelong learning) | Ad Hoc

UNY’s Culinary Arts team organized a vocational training for the local community, inspired by the COVID-19-driven rise in online culinary businesses. The program trained 10 members of a Women Farmers Group (KWT) from Kulon Progo to create colorful, health-focused rice dishes. Participants learned practical skills in food preparation, packaging, food photography, and marketing to create appealing, marketable products. Divided into groups, they prepared vibrant rice in yellow, green, red, and blue, applying the 5R principles—sort, set in order, shine, standardize, and sustain. The training supported community members, especially small culinary business owners, in enhancing product quality and presentation, contributing to their entrepreneurial success and aligning with UNY’s mission to offer practical skills training to the broader public.

57 4. Quality Education 4.3.4 Education outreach activities beyond campus | Ad Hoc

UNY’s outreach also includes community lectures and demonstrations where faculty and students engage with local communities and schools.
