Significantly, its scope extends beyond the immediate campus area to include any off-site locations impacted by UNY's activities, ensuring that the university's ecological responsibility is holistic. This approach fosters the creation of a sustainable ecosystem and enhances campus biophilia, integrating natural heritage into the university's identity. Regular monitoring of plant and animals species onsites has been conducted since 2021 as part of UNY responsibilities on preserving biodiversity.

A primary method for achieving this is a firm commitment to maintaining and creating green open spaces in every developed area and on unused land across the campus.

This landmark regulation provides a strategic and actionable roadmap specifically dedicated to the conservation and efficient utilization of water resources within the university. Its key pillars include:
1. Water Conservation Mandates: Directing the implementation of water-saving technologies and practices across academic, administrative, and residential facilities.
2. Efficiency Optimization: Establishing standards for the reduction of water consumption through the use of efficient fixtures, regular maintenance to prevent leaks, and the adoption of water-conscious landscaping.
3. Integrated Water Resource Management: Promoting the development of infrastructure for rainwater harvesting and the exploration of water recycling systems for non-potable uses.

This structure demonstrates a commitment to environmental governance that aligns both internal university leadership with national sustainability agendas. The primary document is Rector's Regulation No. 16 of 2021 concerning the Universitas Negeri Yogyakarta Green Campus. This regulation was enacted by the Rector, acting on the university's authority, but its foundation is explicitly linked to broader national policies from the Ministry of Education, Culture, Research, and Technology (Kemdikbudristek) and the Ministry of Public Works and Housing (PUPR) pertaining to environmental conservation. Within this regulatory framework, a significant focus is placed on systematic waste management. The policy goes beyond basic recycling and general waste, incorporating stringent protocols for hazardous and toxic waste (hazardous material). This includes guidelines for its segregation, storage, and final disposal, ensuring that activities in laboratories, workshops, and other facilities meet strict environmental safety standards.

UNY has elected representatives in the university's highest governing body from various elements, including students, staff, and even the general public, in the form of the Board of Trustees (MWA). This body has the authority to formulate, draft, and establish policies, provide considerations for the implementation of general policies, and oversee non-academic matters at the university level. MWA members are elected representatives from various elements, namely Ministers, Kings, Rectors, Senate Chairmen, representatives from the community; representatives from alumni; representatives from professors who are not members of the Senate, representatives from non-professor lecturers who are not members of the Senate, representatives from educational staff; and representatives from students.

As an institution of higher education, UNY is committed to supporting students' self-development by establishing various organizations based on their interests and talents. The types of student organizations at UNY include the Student Executive Board (BEM), which performs executive functions, the Student Representative Council (DPM), which serves a legislative role, and Student Activity Units (UKM), which are independent platforms for developing students' interests, talents, hobbies, and spirituality. Currently, there are 48 student organizations at the university level and various organizations at the faculty level that are actively implementing student work programs. In addition, at the study program level, there is the Student Association (HIMA), which functions as an executive organization in the academic and professional fields according to each discipline, so that all students have a space for actualization, leadership, and service within the campus environment.

Student organizations at UNY, at the university, faculty, and study program levels, have the authority to provide input on governance to the institution. This is guarantyd by the rector's regulations, which grant executive, legislative, and judicial functions to each student association. Various tasks, functions, and authorities stipulated in student organizations state that the Student Representative at the university/faculty/study program level is responsible for accommodating and channeling student aspirations, establishing program outlines, and student activities. Additionally, student organizations can hold direct consultations with university/faculty/study program leaders if necessary.

Student organizations at various levels have the task, function, and authority to accommodate and channel student aspirations so that various student issues at the university/faculty/study program level can be resolved. As implemented by the History Education Student Association thru the Advocacy and Student Welfare Division, which holds academic discussions every semester, bringing together all students, organization officials, and Department officials. This activity also began with the reading of a student questionnaire that was previously filled out regarding academic and non-academic problems experienced by the students. In the next session, the lecturer and department administrators responded to various inputs and issues faced by the students.

Thru programs designed by students together with the community, they are actively involved with society, thus contributing to reducing social problems.

UNY is a university located in the Special Region of Yogyakarta, an area with a strong social and cultural community. UNY always strives to involve local stakeholders in formulating policies, organizing programs, and mitigating social issues, in line with the tradition of mutual cooperation in Javanese society. One of the things UNY did was when it was going to hold a National Flying Robot Contest at the Gunungkidul Campus. As is the tradition in Javanese society, a traditional ceremony called "selamatan" or a communal prayer is needed to bless the activity process so that it runs smoothly. Therefore, in accordance with input from the community, UNY involved the Head of the Dukuh, the Head of the RT, and the surrounding community of the Gunungkidul campus in the selamatan activity. The event also concluded with the distribution of "kenduri" alms.

This activity demonstrates the participation of local stakeholders, the community, local government, and civil representatives, in university decision-making. Thru an FGD between UNY and the Blora District Government, plans for establishing a UNY campus in Blora were discussed, including land grants and phased construction plans. For UNY, this expands its reach to Central Java, opens access to education in underserved areas, and strengthens national cooperation and reputation. For the people of Blora, this campus improves access to higher education, human resource quality, economic development, and local job opportunities.

Yogyakarta State University is committed to building an Integrity Zone toward a Corruption-Free Area (WBK) and a Clean and Serving Bureaucracy Area (WBBM) across all its work units. The Rector emphasized the importance of accountable and transparent governance to produce outstanding, creative, and innovative individuals. UNY's bureaucratic reform is implemented thru six driving components: Change Management, Work Processes, Human Resources, Supervision, Performance Accountability, and Public Service. UNY acts as an agent of social change toward WBK/WBBM thru anti-corruption education, integrity strengthening, bureaucratic reform, and the application of nine anti-corruption values: honesty, discipline, responsibility, fairness, courage, caring, hard work, independence, and simplicity.

UNY is a university committed to achieving financial transparency. This is done by publishing financial reports for both the leadership and the university. There are various platforms for presenting financial information, namely within the UNY website system integrated with the KPK's LHKPN (Employee Wealth Report) system. Additionally, the university's financial reports are presented in the rector's annual accountability report, which is available on the UNY website.

The UNY Public Administration Study Program serves as an expert in the institutional evaluation of the National Industrial Design Center (PDIN) in Yogyakarta, a strategic unit for developing the region's creative industries. Thru expert guidance and FGDs with stakeholders, UNY is assisting in strengthening PDIN's institutional capacity in terms of human resources, governance, and public-private collaboration. This involvement enhances UNY's academic capacity while also positioning PDIN as an innovation center that strengthens the network of designers, MSMEs/SMEs, and the government, aiming to improve the competitiveness of local products and support the growth of Yogyakarta's creative economy.

As the Chairman of KONI DIY, Prof. Djoko Pekik Irianto supports the National Modern Pentathlon Championship at the Yogyakarta Air Force Academy as an effort to introduce a new sport and strengthen the MPI institution so that it joins KONI DIY. Its role in bridging the campus and regional sports development positions UNY as a strategic institution in sports science and coaching. The impact is that it opens up opportunities for research, athlete training, and scientific development, while also expanding public access to new sports, opening up avenues for local athlete achievement, and enhancing Yogyakarta's image and economy as a host for national and international events.
